This may be what you are looking for.  In my .Xdefaults file
I have a l ine that says:
    xterm*scrollLines: 10000

>From the man page on xterm:
     scrollLines (class ScrollLines)
        Specifies the number of lines that  the scroll-back
        and  scroll-forw  actions  should  use as a default.
        The default value is 1.
