Monitor has stuck resolution!

Fedora Core 1
XFree86 4.3.0
ATI Radeon VE/7000 QY
Intel Motherboard with Pentium 4 3.2GHz

Cntr-Alt-Num+ changes the listed resolution according to
xvidtune but the image on the monitor does not change. The exception
is when one of the modes is "doublescan", but then the size of the
characters approximately doubles but the size of the viewing screen
still remains the same. The size of the image appears to be
equivalent to the log file's 1024x768 while the monitor remains in
640x480. I can see various parts of the image by moving the mouse up
and down and back and forth. The config file has the depth 24 modes
listed as 1024x768 --- 320x240 and xvidtune gets those modes
corresponding to those *'ed in the log file. At the end of the
enclosed log file are a list of GetModeline's which presumably were
obtained as I played with xvidtune and Cntr-Alt-Num+. This last time
(but I wasn't aware of that possibly happening previously), there
appeared first a 1024x768 mode at a low pixfreq - but that didn't
reappear as I kept changing the modes by Cntr-Alt-Num+.

By setting the modes in the config file as "640x480" "320x240",
then the image size exactly fits the monitor size. Again
Cntr-Alt-Num+ can flip the character size between the two modes but
the monitor remains stuck in 640x480 - this also by the "Viewmeter"
on the Viewsonic monitor.

As in the enclosed config file, the other monitor can be used
by calling "layout0". The 800x600 mode is what is appropriate for
that monitor, but again Cntr-Alt-Num+ leaves the monitor mode alone
but changes the character and image size so the image does not fit on
the monitor.

I notice in the log file that it lists Monitor1 and Monitor2
but there is only one Monitor attached at a time. Then something
about Clone modes - 2 found. Then for Primary head - has the
"Virtual size" listed as 1024x768 and the *'ed modes.

I installed Fedora Core 1 and updated it using the 800x600
Monitor - but I have assumed that has nothing to do with the problem.
I originally had separate config files for each monitor, but the same
problem with the Viewsonic was present from the beginning. I assume
it is a configuration-software problem since it is a triple boot
machine, DOS, XP and Linux, and I can get a nice 1024x768 image using
XP and chnage the resolution, and the monitor's ViewMeter agrees with what
the control panel says.

I presume I have missed something! but it seems that the software
does not send a signal to the monitor to change its resolution while
the image signal has been changed. That likely isn't the right
language for describing the problem but hopefully it is clear.
Suggestions please!
