Apart from what Russel already said, you can't force the driver to use specific timing that way. Obviously (but without verifying this, though), the Modeline you entered does not result in exactly 60.1Khz which you gave as a single value in the Monitor section (hence the "Hsync out of range" message in the log). Give a (wider) range for HorizSync in the Monitor section, and play with the modeline later once it is accepted. Then you will also see in the log what horiz. frequency it results in.

PS: And by the way, I recommend updating the SiS driver to the version from my website. It fixes quite a bunch of problems.
