DPMS versus XFree86 4.2.1

After upgrading from XFree86 4.2.0 to XFree86 4.2.1 (with the same
XF86Config) my monitor no longer goes into powersaving mode at all.

Doing 

sleep 3; xset dpms force {suspend|standby|off}

has no effect at all, xset exits with status 0.

I have an iiyama Vision Master Pro 452 monitor and a ATI Technologies
Inc Rage 128 PF/PRO AGP 4x TMDS, running on Linux 2.4.20-pre11 (also
new along with XF 4.2.1) with APM enabled, on an ECS K7S5A mobo with
an AMD Duron 1GHz.
