Scribbling feverishly on May 17, BioChem333 managed to emit:

$ xsetroot -cursor <cursor file> <mask file>
$ xsetroot -cursor_name <cursor-font name>

Refer to these, as well:

/usr/X11R6/include/X11/cursorfont.h
/usr/X11R6/lib/X11/fonts/misc/cursor.pcf.gz
/usr/X11R6/lib/X11/fonts/misc/olcursor.pcf.gz
/usr/X11R6/lib/X11/fonts/Type1/cursor.pfa
