Close, but no cigar ...
d/l php 5.6, got ext dir, paths config, finds dlls, and says something about 156 not found (dynamic) in libpq.dll, google not so helpful, so going to give it a rest for now:( Not sure about path delimiter (\ or /) and space in Program Files. Maybe move everything to C:\ and hope registry doesn't break;)

PHP 5.6 windows has a /ext folder - I upgraded to 5.6.18 yesterday, and there was one there, as there always is. I use the thread safe binaries, but the non-thread safe binaries have the same folder structure.

You do get your binaries from http://windows.php.net/download/ ?

Sorry for the late reply. Everything worked as explained here, however there are still some wrinkles.

The php 5.4 has mostly everything compiled in, so it has few (if any) dll. The 5.5 has the pg dlls and (finally) loads them w/o errors, But still can't find the pg pdo drivers. The 5.6 php unzipped w/o an /ext dir, so no dlls. The 5.5 dlls won't play with 5.6.

I probably didn't d/l the 5.6 properly, or messed it up somehow. Anyhow, php 7.0 looks promising, but at this point a really long shot.
