I'd recommend the Zend IDE. I've started using it recently in favour of ConText, and the new version (still in Beta) has syntax hightlighting and a code analyser. It also indents your code neatly for you when you've been hacking at a file, handy for messy coders like me... I think it has built in FTP, though I've always tested on my local system and then used a batch file from the command line to upload.
