Perhaps a stupid question, but what happens if you set up your linux
user with whatever language/locale/keyboard you want, and then run
winecfg, followed by wine?

I think he wants to switch keyboards on the fly. I just sorted a problem on real windows where the customer was switching between English, Russian and Ukrainian keyboards on a character by character basis.

I switch between a US keyboard (peculiar Englishman who prefers it) and a UK keyboard when I need a £ sign.
