I have noticed this too, but never really cared for this so I didn't
investigate. You could try manually configuring what you want as
decribed here: http://wiki.winehq.org/UsefulRegistryKeys

If this doesn't give different results, the audio driver can only be set
globally. If it does, winecfg is buggy.
