AFAIK, it was said already: anytime you run Wine or Wine-related 
program for the first time after the installation, it will create 
"~/.wine" dir if it doesn't exist yet.

You don't have to.  "winhelp" is just one of those wine-programs, that
comes with Wine package.  Run "notepad" instead in such case next time.  
I am sure the directory gets created too.

AFAIK, this is quite a new feature, so I doubt it is documented already.  
I pretty may be wrong here, as I am not reading docs ussually <g>.
