I tried chowning it to the user I was going to build as, but got the same error. It does work if I put the source in my home directory.
It is unlikely you got the permissions right doing a simple chown. That is why elsewhere, I recommended blowing away the entire tree and unpacking it again as the user, not root. I have been building Wine outside of my home directory for 3 years. It does work.
