Each user will only see the ethernet traffic of users connected to the same VLAN.  This is the point
of VLANs.

If the router has multiple vlan devices then it will be able to route IP traffic between the VLANs. 
You set up the routing in the same was as you would if the vlan devices were physically different
interfaces.
