[VLAN] vlan 4095 invalid argument message

Hi Tony,

VLAN 4095 is used by the CPU internally to desiginate an invalid VLAN and
not for any other reasons as you stated.  Traffic which enters the box 
on an invalid
VLAN is assigned by the CPU to VLAN 4095, and subsequently dropped.
