CAM initialization works only for unencrypted broadcast stations

Hi,

I?m new in that vdr area.

This is my system:
- Suse 9.0 Professional
- VDR version 1.3.17
- dvb.2004-12-26
- Technotrend DVB-S 1.5 Premium
- Technotrend DVB-T Budget 1.3
- Technotrend CI Interface PCI
- CryptoWorks CAM

My problem:

My dish antenna points to following satellite :
T?rksat 42.0 East.

On this satellite only unencrypted broadcast stations are available.
When I start my vdr the CryptoWorks CAM is initialized.

Now I changed the direction of my dish antenna to "Eutelsat W3A at 
7.0?East".
Here are only encrypted broadcast stations available.
When I start my vdr the CryptoWorks CAM is not initialized and I see
following error if I try to open CAM Menu via OSD:

May 15 19:20:13 linux vdr[1911]: ERROR: CAM: Read failed: slot 0, tcid 1
May 15 23:21:21 linux vdr[11667]: ERROR: Can't open CAM menu!
####################

My assumption:
Seeming CAM initialization works only if a signal of a unencrypted broadcast 
station
is received as described in step one above.

What should I do to initialize also my CAM module for encrypted broadcast 
stations as described
in step 2 ???

This is very tricky.

I would be very happy if someone could help me.
I?ve searched so many time for a solution but no way.
