Now, I could be wrong, but I would recommend something similar (or parallel) for yourself, fr and fr_? (you fill in the blanks here). You can change settings for localepurge with this command: sudo dpkg-reconfigure localepurge then click the appropriate boxes. For the TDE keyboard tool, I have several languages enabled, because it's easier for me to insert text in a document by switching languages. However, even here I find that the keyboard tool sometimes appears to change languages on its own, apparently without any interaction from myself.
