Either one should be okay.

LIO is already in use. http://en.wikipedia.org/wiki/LIO_Target
But then it is not very correct given all the protocols it covers.

stgt uses similar names to what has been proposed. tgtd, tgt-admin, tgtadm.


Another option would be ltadm, ltlib and ltutils.
