From tags on checkins (e.g. "target:") to its directory name (drivers/target) it seems like target as a common noun has come to refer to this implementation specifically. More so than "tcm", alas. "lioadmin" would be my second choice. People identify with the name with this code, but as you mentioned it does suffer from being over-specific at this point.
