[SOLVED] Squirrelmail is too security conscious

Yes.  That appears to be the source of the problem.  The default
httpd.conf for FreeBSD contains this:

#LoadModule session_module libexec/apache24/mod_session.so
#LoadModule session_cookie_module libexec/apache24/mod_session_cookie.so
#LoadModule session_crypto_module libexec/apache24/mod_session_crypto.so


Enabling these and restarting the service appears to have resolved the
issue.  Thank you very much.  You undoubtedly saved me a lot of time
and effort.
