I'm not familiar with your setup - neither you completely are as you've wrote - so I would check the subscription mechanism. Check the permissions of the particular user's mail directory (by for e.g. comparing to other users') and check out the subscriptions file (if it is there in your case). There might be automatic subscriptions set up. Therefore here comes another question: why this user haven't subscribed to this folder? I would guess this is one of the default folders on your setup. The user might inadvertently unsubscribed, or somehow lost the subscription. Study the subscription file and compare it to others. Do you have a backup? You may try to restore some key files in case they seem to be damaged in some way...
