Edit .po files and then compile .mo files with gettext command suggested by Fredrik. Gextext editors are available for Windows and Linux. Poedit is cross platform. diff is available for Windows in Cygwin and some other packages. If you have customized squirrelmail.po file, you can update it to newer base string template with gettext tools. Please note that translations change only non-US English strings. US English strings are stored within webmail scripts.
