Why does apache need any ownership of this file?  (Mostly rhetorical question.)

Can't say much more since I don't know what your data or attachments
directories look like and don't know if you've set up any access
controls for directories with non-source files.  The link I sent in
this thread previously has all the information you need.  Please
follow it carefully before sending more messages to this list.
