if (!sqgetGlobalVar('smtoken',$submitted_token, SQ_POST)) {

for
if (!sqgetGlobalVar('smtoken',$submitted_token, SQ_FORM)) {
^^^^^^^
Plugins that return to options.php after save only can pass the token in
URL.
