Set upload_tmp_dir. I think recent PHP versions don't fallback to /tmp, when
upload_tmp_dir is not set.

/var/local/squirrelmail/ directories are not accessible to your scripts.
They are not listed in open_basedir.

If SquirrelMail scripts are not owned by apache user, uid/gid checks will
also block access to /var/local/squirrelmail/ in safe mode.
