You should use a full non-relative path, and the location should
ideally be out of the web server's reach.

If that's true, then SM is probably not seeing them.  Show the actual
config/config.php entries for each setting and show the actual long
listing (ls -l) for each directory.  Also you didn't show the actual
error.  We can't do anything for you without the exact error message.
