Ok I've put the data directory also in /var/local and used an absolute path

$data_dir                 = '/var/local/squirrelmail/data/';
$attachment_dir           = '/var/local/squirrelmail/attach/';

[root@binarybreeze squirrelmail]# cd /var/local/squirrelmail
[root@binarybreeze squirrelmail]# ls -lh
total 8.0K
drwxrwxrwx 2 apache apache 4.0K Aug 20 15:01 attach
drwxrwxrwx 2 apache apache 4.0K Aug 21 13:12 data

For attachments the error is: Could not move/copy file. File not attached 
For user prefs the error is: Preference file,
/var/local/squirrelmail/data/rob@xxxxxxxxxxxxxxxxxxxxxxxxxxx, could not be
opened.
