Error connecting to SMTP server message

I am getting the following error messages when I try to send an email:

 Warning: fsockopen(): unable to connect to localhost:25 in
/home/virtual/site381/fst/var/www/squirrelmail/functions/smtp.php on line
571

Error connecting to SMTP Server.
111 : Connection refused

Also, I am not receiving ANY incoming emails as I've tried to send myself
some from different email accounts.  

Recently I kept receiving a TON undeliverable mail messages from addresses
that I didn't send messages to, then a few days later, these error messages
began appearing.  Could have been hacked, I guess.

Just an FYI, I am NOT in any way, shape, or form, a computer guy.  I had a
business partner who handled all aspects of web/server duties but I have
parted ways with him.  If some one could explain in laymans terms what is
possibly wrong and how to fix it, it would be GREATLY appreciated!  Thanks
for your time.
