SquirrelMail 1.4.x does not support StartTLS, but dovecot does not require it on local connections. If you need encryption in postfix that is compatible with SquirrelMail 1.4.x, turn on smtps service. '(13) Connection refused' comes not from SMTP service. It comes from system libraries.
