Compare security context attributes in working and not working plugins.
ls -alZ /usr/share/squirrelmail/plugins/calendar/setup.php
ls -alZ /usr/share/squirrelmail/plugins/filters/setup.php
ls -alZ /usr/share/squirrelmail/plugins/timeout_user/setup.php
Check your logs and see why they are blocked.
Please note that SELinux or Fedora SELinux setup questions should be asked
in different places.
