When you create account on Linux, all files from /etc/skel directory are copied
to user's home directory. Sendmail setup usually works with UW IMAP server and
mailboxes are stored in ~/mail/ directory or in home directory itself. Just
create empty mailbox files in /etc/skel/mail/

If you are not using Linux, check documentation of your user administration
utilities.
