This sounds like it could potentially be a DNS timeout.  Is
squirrelmail trying to look up DNS information, but failing?  is
squirrelmail's apache config different enough from the apache config
of other services on the box that apache serves (i'm assuming you're
running apache, but you didn't say).

Is the new system's DNS resolution reliably configured?  do you get
timeouts with dig or host?  what about when you do reverse lookups
(PTR records)?
