change your php configuration. set display_errors to on and
error_reporting to E_ALL. Restart apache and try logging into
SquirrelMail. If you see PHP error notices, read them and fix them. Most
common issue - webserver can't write to session.save_path directory or
directory is set incorrectly.

check if browser accepts cookies.

test your PHP settings (http://www.squirrelmail.org/wiki/TestPHPSettings)
and show all session extension settings.
