I am using squirrelmail ver 1.4.6 (latest stable), the Translation ver 1.4; the operating system language is English.
I can't compose arabic in plain text, the only way is to use html_mail's Universal Keyboard ver 2.3-1.4

Please understand that most of SquirrelMail translations use character
that is specific to selected translation. You can't use Arabic in French
or German or default English translation, because translations use
character sets that don't support Arabic symbols.
If you want to solve this issue, first make sure that you can use Arabic
in plain text mode. If same issue is present in plain text mode, it rules
out html_mail plugin issues.
If you can't use Arabic in plain text mode, provide information about
SquirrelMail version, selected translation and $default_charset setting.
Please provide details. Showing block of 8bit text does not provide useful
information. If such text is visible in email created by third party
application - you have one issue. If email is created in SquirrelMail -
issue is completely different.
