Then you have a bug somewhere. Squid should be caching according to your control headers.

Skipping URLs with query parameters is fine, they only happen after form
submissions which we prefer not to cache.

Your squid is most likely configured with "cache deny QUERY".

This lets squid believe the cache-control headers received in dynamic requests.
