Take a look at the cache_peer directive in the default squid.conf. If using this parent cache is your only avenue to internet access, you might also want to read http://wiki.squid-cache.org/SquidFaq/ConfiguringSquid#head-f7c4c667d4154ec5a9619044ef7d8ab94dfda39b
