Based you your config.log it does not look like the gcc.exe found on your system is the GNU C Compiler (GCC).
Please, try running bootstrap.sh in squid source tree (You must have autoconf and automake from MinGW).
The tar.gz archive is automatically build on a Linux system, may be that latest MSYS+MinGW doesn't like the result of the Linux version of autotools.
