[Redhat-s390-list] ctc0 configuration not saved

I'm not sure if I am doing this wrong or there's a setup problem. 
I'm installing under VM using loader with CTC's for IP traffic.  I'm
setting the firewall to 'medium' and allowing telnet access.  After
completing the installation and restarting the system, the only
defined interface is lo and the networking setup is stuck on 'high'. 
To access telnet, I ifconfig ctc0, add a route, start in.telnetd
manually and then can login.

Using 'setup', I see that the firewall setting is on 'high' and any
changes I make are not saved.

Any idea's?
