Just ensure the new release tag is newer/bigger than the previous one.
Eg: If your current release tag is 7, just change:

Release: 7
into:
Release: 7.%clearcase_tag

Both rpm & yum will understand that 7.123foo456bar is greater than 7
(this is an alphanumeric comparaison)
