What you call the "distribution provider's space," I call the "package
manager's space."

/opt is a misguided attempt at package management by placing packages
into self-contained directory structures which can be easily removed
or relocated using "rm -rf" or "mv" instead of having to piecemeal
through /usr/local.  It fails miserably to account for such basic
principles as $PATH and ld and has been rendered obsolete by proper
package management such as that provided by RPM.

The FHS, being OS- and PM-agnostic, allows for /opt, but its use on an
RPM-based system is counterproductive and foolhardy.
