The issue is whether the lock is global and within the rescue disk
chroot or not
The bind mount maps to the directory within the chroot.
On a rescue mode boot it hardly matters.
FWIW, the fcntl lock has been turned off by default in later versions
of rpm because
of path craziness just like this. The few apps that might want
exclusive transaction locking
can turn the lock on if they wish.
