make error while building rpm from source

  Hello all,
I'm trying to build rpm from source for my machine running FC3. I got the source rpm(rpm-4.3.2-21.src.rpm) from http://download.fedora.redhat.com/pub/fedora/linux/core/3/i386/os/SRPMS/. Then I extracted the tarball using rpm2cpio, and cpio commands. After running ./autogen.sh, I did make, and got this following error

make[2]: *** No rule to make target `all-@USE_INCLUDED_LIBINTL@', needed by `all'. Stop.
make[1]: *** [all-recursive] Error 1
make: *** [all] Error 2
********************************

Could someone tell me what's that I'm missing? Or How should I install rpm on my machine, when I don't have rpm running on my system??
