I have never seen it work, personally, what I have done and seen done
is to use the option to specify an alternate rc file that specifes a
macro path that includes the macro file you wish to load.  cpanflute2
which is part of the RPM::Spec file cpan module has an example of
this.
I've used this technique before, and I know it works. But it's a lot more cumbersome than using --macros would be if that option were fully functional. But thanks for confirming that it isn't...
