The commas are an attempt to use localized double quotes with the ASCII
character set.  The message above reads, translated into English:

    ln: Creating symbolic link "doc" to "../xfce4/doc": Permission denied

Basically:

                            left                    right

    English             "6" quotes above        "9" quotes above

    German variant 1    right-pointing angles   left-pointing angles
    German variant 2    "9" quotes on baseline  "6" quotes above

A better ASCII representation for the German variant 2 quotes used in
the message above would be:

    ,,zitierte Worte''

Better would be to use the double-angle quotes, as they are less
ambiguous:

    »zitiertie Worte«

or, in ASCII:

    >>zitierte Worte<<

Complain to GNU, or whoever wrote that 'ln' implementation.
