so the cygwin rpm needs to be patched to use MOVEFILE_DELAY_UNTIL_REBOOT.

The MoveFileEx function with the MOVEFILE_DELAY_UNTIL_REBOOT flag lets you move, replace, or delete files and directories currently being used.
