Is the entire tarball the problem, or merely a number of files from the tarball?

You could use the tarball as a source file when building the binary RPM. Specify only those scripts/files you need and or can distribute in the spec file and ignore the warnings about unpackaged files.

the entire tarball -- it can't be broken apart, as the set of files it needs is hardware dependant. And it installs elsewhere (i.e. the tarball is essentially the cpio portion of an RPM package).
