It does not matter. PreReq: and Requires: are exactly equivalent
these days.

Yes dependency loops are handled by snipping Requires: but not PreReq:,
that is whole different issue, and should be addressed by avoiding the
loop, not by the sole remaining distinction within rpm.

If the 2nd paragraph does npot make sense re-read the 1st sentence.
