1. create a server and a client package
2. make the client depend on a virtual config package
3. rebuild dynamically uniquely-named config packages on the server that
all provide the virtual config dependency

With packages that only contain text config files pretty any rpm version
will be ok.

You can even use yum/apt as transport mechanisms to deploy your config
rpms on many systems.
