Okay. So we need to find out how much your xinet daemon works.
What is logged in /var/log/messages when you run

  service xinetd restart ; service xinetd status
  chkconfig swat on

What does "/sbin/ifconfig -a ; netstat -nr ; netstat -tpan" return?

How do you know? It doesn't print anything. You can display current
iptables settings with the "iptables-save" command. But firewall
settings are not an issue here.

Not normal. Please run:  rpm -V $(rpm -qf /etc/services)

The file should not be listed as modified. Reinstalling the "setup"
package would fix the file.
