how to receive tagged vlan packets?

I have a topology where 2 machines are connected back to back.
 
In Machine 1, following config made.
Have created a vlan interface using the command:
 
vconfig add eth0 2
ifconfig eth0.2 10.0.0.1 up
ifconfig eth0 10.0.0.1
(Assumption always want to sent out tagged packets.)
 
 
In Machine 2,
ifconfig eth0 10.0.0.2 up
 
With the above configuration, when I ping from Machine 1 to Machine 2, its not successful as the ARP reqwuest received at Machine 2 is not resolved.
 
Is there any way, Linux IP can resolve ARP for teh tagged Packet without configuring a VLAN interface in Machine 2?
