I currently access my phone switch from my windows server, which will
be going to linux soon, so I moved the serial cable to the linux box.
On the windows box, I used secureCRT, which allowed me to access the
serial ports. Now I need a way to do it on linux.

What is the uucp package? What else does it install? I don't currently
have it installed.

This is the first time I've tried to access a com port from linux, I
just mentioned that I tried telnet, and it didn't work.
