The pid of the xinetd port is of the following:

root      3792  0.0  0.1  2064  344 ?        S    00:06   0:02 xinetd
-stayalive -pidfile /var/run/xinetd.pid

It's the main xinetd process. Possibly it's just using the port incase
any system functions call it?
